Ticks not working properly

    Okay, so my server is running almost perfectly. There is just one problem. Leaves don't decay, grass doesn't spread, and crops don't grow. Mobs aren't spawning everywhere, but the properties file says that they should. I am completely up to date, and just updated the jar less than an hour ago. Still no positive results. Is this a 0.15.0 problem? Or a personal problem?

    Leaves until fall off - Not implemented, the rest should work.
